I can understand having the equipment but why ongoing testing? Dunno - it is either they are not telling the people something, or they are just using it as another excuse to spy on people illegally. Shows how much faith I have in my government.

To be fair, I don't think you can actually be doing a lot of normal stuff that could lead to high radiation levels. So hopefully it doesn't matter all that much.
