Like that? No, not with ordinary bullet. There are some bullets that are designed to cause maximum damage to soft targets, the bullet breaks apart on contact and literally shreds the target. Against body armor zero effect.

a .50 round will probably do it. They're big and have a lot of kinetic energy... transfer that to a liquid and you get a hefty shockwave, probably enough to pop a head like a balloon.
