I know they diabled prostitutes for the Aussie version of GTA3. But it was an easy fix. All you had to do was set your Windows region to something other than Australia, and everything was cool again.
Of course, if we're talking PS2 I'm not sure that's possible. Something to try, though, if you get the PC version.

According to Gamespot, GTA vice city has shipped for PC.
And Rockstar has announced Max Payne2 (read: Maximum Pain 2)

ooh, cool. Officially vice city is available tomorrow. Max Payne 2 is definetely going to be purchased by me as well. The first one was really well done, IMO.

I got it.  It rocks. Of course. I really dig the motorcycles. Screw myself up alot, though. And you can change clothes in this one.

You could also change clothes in GTA3.
Just type "ilikedressingup" in game.
