he's to keep the game from crashing.
Imagine, if you will, that you run across some poor goob and axe him. Boom. Dead. Toast. Maybe Jaheira or Khalid in BG1, for instance.
Now imagine that, for some reason, a dialogue is triggered later in the game. Specifically, a dialogue involving the poor schmuck you removed from existance. At this point, Bif shows up and takes the place of the dead person. If Bif didn't exist, your game would crash and you would be very stuck.

Yeah, he's also for online play I think. If one of your mates drops out of the game I think he comes in.
