Euhm, I have no idea, I dumped Tomi very quickly, and I can't remember Daelan's quest.
I'll try to look it up somewhere though.

Before we send you on a wild gooze chase: if you didn`t acquire their item in the first chapter, you won`t be able to get it in the next either. They sort of `upgrade` the item you could say, so if you don`t have it from Chapter 1, you can`t make it better.

I wouldn`t bother too much with all the henchmen quest items if i were you, just play the game and enjoy it. You`ll find tons of other good items probably. And on the other hand, you`ll probably run into some quest items if you search every area where you come, so no need to go look for them to just find them, you`ll get there anyway.

Docks of port llast, mm dunno, only thing i know there is a discussion between the dock master and a captain of a ship in which you can interfere.

For the standing stones, normally speaking you`ll be approached somewhere, i think in the inn in port llast. This doesn`t happen first time you enter it though, but you have to visit the inn enough (like for that guy`s gems) so don`t worry about it. It will happen at a certain point in the chapter.
