No, theyre tourists.
Not much on google images for me to show you. They tend to be much more dangerous than chavs so those that photograpgh them, probably dont get away with it.

So Derf, Pikeys are the real low-class dudes that are actually into criminality as opposed to Chavs who just pretend they are gangsta?
IE, pikeys are the sort of dudes you find in the back alleys of Manchester and Liverpool, usually drinking away their welfare money?

Not sure about them having welfare money, but they are definitely more dangerous. Im no expert, most of this stuff i get from rumour and just piss-talk, (and Snatch). So it could very well be a partial urban myth.
