Oh I don't think it's the average American, it's just sad that there are retards who have their heads stuck so far up their ass/Bible that they feel the need to impose their worldview on others (in this case how they feel about cleavage on a kids' show). I don't really get why networks bend over for this stuff though - like you said it's not gonna be the majority of their viewers, not by a long shot, who complain about this. But once stuff like this goes public with the "WON'T SOMEONE PLEASE THINK OF THE CHILDREN" it seems hysteria strikes and they feel like they have to comply, or something.
But so basically the FCC can tell shows after they have been shot that they're not allowed to do certain things? I thought they already had a ruleset in place (like how you can use the word 'shit' when it's referring to some things and not to others, how you can't use the name of Jesus without actually referring to the historical figure - pretty fucked up shit really)?

I don't know about the FCC's rules. I believe they can't keep a network from showing whatever they want... but can implement fines afterward that are pretty damaging. Thus networks try to avoid anything that might land them a fine. Pretty stupid abridgment of first amendment rights in my opinion, but no body cares what my opinion is.
Federal regulators will stick by their decision to slap CBS with a $550,000 fine for the Janet Jackson flash at the 2004 Super Bowl.
